Adolfson prepared a NEPA EIS for the Navy’s proposal to stabilize
in-water facilities at this underwater research laboratory. The
proposal involved replacing a series of small barges with one large
floating concrete barge. The development of the EIS included strategic
development of alternatives and analysis of shoreline erosion,
threatened and endangered species, eelgrass, fisheries, and aesthetics.
A Biological Assessment was prepared under the Endangered Species
Act for submittal to the federal resource agencies.
