Transit Regional Express ProjectLynnwood, Washington
ESA
Adolfson was the environmental task lead to Sound Transit for the
Lynnwood HOV Access, Transit Center, and Park-and-Ride Lot Improvement
Project. In this capacity, ESA Adolfson assisted in site selection
for a new Transit Center and HOV Access to Interstate 5; prepared
appropriate NEPA and SEPA documents for each element of the project;
developed mitigation for impacts that could not be avoided; assisted
in public involvement efforts; and provided water quality monitoring
prior to, during, and following construction of the project. Central
issues included wetland and potential stream impacts in the vicinity
of the existing Lynnwood Park-and-Ride lot, contaminated soils at
several of the proposed Transit Center sites, compatibility of transit
facilities with adjacent land uses, public safety, local increases
in air and noise impacts resulting from increasing bus and automobile
traffic, and aesthetic impacts. ESA Adolfson also provided ESA Section
7 consultation services and conducted water quality monitoring during
the construction of this project.
