Pleasant Valley Implementation Plan

Cities of Gresham and Portland, Oregon

The Pleasant Valley Implementation Plan provided the implementing regulations and land-use master plan for development of 1,500 acres east of Portland and south of Gresham, Oregon. ESA worked with a multi-disciplinary team to develop land use and natural resource protection regulations as follow-up implementation to the Oregon APA award-winning Pleasant Valley Concept Plan. ESA also assisted in preparing the Concept Plan. This included participation and presentation at dozens of public meetings and visioning sessions for residents, agencies and interest groups.
