Truckee River Legacy Trail Phase 3A and 3B Image

A hub of outdoor activity, the town of Truckee embarked on a project to develop a 15,000-foot multi-use Class I recreation trail for pedestrians, bicyclists, equestrians, and other non-motorized users. The trail travels through numerous local districts and properties, requiring environmental impact analysis.

ESA prepared CEQA and other planning and permitting documents for the award-winning Truckee River Legacy Trail Phase 3A, a trail that traverses south of the Truckee River through U.S. Forest Service, Tahoe-Truckee Sanitation Agency, Truckee Sanitary District, and Truckee Donner Public Utilities Department properties. We analyzed impacts to biological resources, cultural resources, hydrology/water quality, air quality, and soils/geology. The Town previously prepared and certified a final environmental impact report (EIR) on the Truckee Trails and Bikeways Master Plan, a plan for the complete trail system. ESA was able to prepare the subsequent environmental analysis on Phase 3A and 3B by "tiering" off of the Final EIR consistent with CEQA guidelines, saving the Town time and resources. As part of Phase 3B, ESA prepared a Natural Environmental Study for Caltrans and Section 404 permit application for the U.S. Army Corps of Engineers.

ESA worked closely with local and federal agencies and the Town of Truckee to assess the impacts of the multi-use trail within the natural environment. The Truckee River Legacy Trail 3A received the California Transportation Foundation award for "Best Pedestrian/Bicycle Project of the Year" and the Sacramento Chapter of American Public Works Association award "Project of the Year in the Parks & Trails Category" for a small agency.
