Temecula Valley Wine Country Community Plan Air Quality and Greenhouse Gas Technical Report

With more than two million visitors heading to Temecula Valley every year to take in its scenic vineyards and historic downtown, preservation of the valley through planned growth and development became a top priority for the County of Riverside. 
The Temecula Valley Wine Country Community Plan provides a blueprint for growth to ensure that the path forward will preserve and enhance the quality of life in the region. As part of this effort, ESA completed technical analyses of air quality and greenhouse gas (GHG) impacts to support the County’s Programmatic Environmental Impact Report. ESA worked closely with the County’s planning and legal staff to define appropriate GHG significance criteria and assessment methodology. This data was extrapolated for daily and annual emissions of air pollutants and GHGs in the area.
ESA scientists later developed and refined GHG mitigation strategies to address unique sources and proposed zoning of the area, resulting in a GHG Workbook. The Workbook would serve as a guidance document to be used by applicants and County planning staff to determine consistency with proposed GHG reduction strategies and the appropriate level of environmental review necessary to implement projects proposed under the Specific Plan.
The Plan and Workbook are two tools that have set the region on a road to a more sustainable, resilient future.
