Plumas County General Plan Update and EIR Image

Northern California's rural Plumas County last adopted a general plan nearly three decades ago. The current general plan update process includes an extensive county-wide stakeholder outreach process, updated GIS-based maps of key County resources, and an updated Goals and Policies Report.

Teamed with Design Workshop, ESA is co-leading the preparation of the County's comprehensive general plan update. As an introductory step in the process, ESA facilitated a "general plan basics" workshop for the Plumas County Board of Supervisors, Planning Commission members, and interested stakeholders. Subsequent steps include the preparation of a General Plan Briefing Report summarizing key environmental, economic, and planning issues of specific importance to the County, and a county-wide visioning process with public workshops. ESA is working with the larger team to prepare the General Plan Policy Document with policy and technical analyses for open space/conservation, sustainability, water, and noise elements, as well as environmental documentation for the EIR.

ESA is working on an integrated general plan update and EIR that includes county-wide involvement and feedback.
