Florida Power & Light High Winds Project

To meet growing energy demands, Florida Power & Light sought to construct a 150-megawatt wind generation project in northern California.

ESA minimized damage from the construction-related impacts of the 139-wind-turbine-generator High Winds Project, which includes more than 20 miles of access roads, five miles of underground utility lines, six concrete meteorological towers and a substation. ESA analyzed the potential project impacts, including aesthetic, noise, traffic, and biological and cultural resources impacts. Considering the project location, we evaluated conformance with county siting criteria, assisted the developer in identifying and avoiding wetlands and natural drainage features, and evaluated the impact of delivering the 98-ton towers and large construction cranes on county roads. Once the project was approved, we performed construction monitoring to minimize surprises and delays.

ESA minimized damage to wetlands and other impacts from this large-scale wind turbine project and monitored construction to ensure the project was powered up in time to secure a $17 million purchase power contract and subsidy from the California Energy Commission.
