Environmental Documentation for ConocoPhillips Refinery

ConocoPhillips proposed two major projects at their existing San Francisco Refinery in Rodeo, California. ESA prepared the environmental studies and assisted Contra Costa County with environmental compliance for both projects.

ESA prepared the environmental studies for the 2002 Ultra Low Sulfur Diesel Fuel (ULSD) Project that enabled the first production of ultra-low-sulfur diesel fuel in northern California, well ahead of the Environmental Protection Agency's 2006 deadline. We prepared legally defensible environmental analyses of the effects of the ULSD, including contentious air quality, health, and land use concerns. The EIR successfully withstood intense public scrutiny before it was certified by the County. While construction of the project removed some existing facilities, the project also increased the refinery's production capacity.

After the ULSD project, ConocoPhillips proposed the Clean Fuels Expansion Project (CFEP) to increase the production of cleaner-burning gasoline and ultra-low-sulfur diesel fuels by using the Heavy Gas Oil normally produced during the crude oil refining process. The ability to use Heavy Gas Oil required construction of a larger hydrogen plant. In preparing the EIR, ESA examined potential impacts to air quality, noise, public safety and public health, and water quality. When the County's approval of the CFEP was appealed by project opponents, ESA assisted the County in preparing substantive responses to the many technical comments and claims of the appellants. The County upheld its EIR and approval of the project. The CFEP was constructed and is now in operation.
