When the landmark federal Central Valley Project Improvement Act allocated additional water to state and federal wildlife refuges, other water users asked that refuges be held to similar efficiency and accountability standards as agricultural users.

ESA performed the complex task of analyzing the effect of current water use on refuges, developing a scientific information base and coordinating the work of an interagency task force to develop an optimum management approach. ESA worked with agricultural users to agree on project goals and terms of reference. The final report was accepted unanimously by all participating agencies and refuge managers.

ESA negotiated a complex and controversial plan for managing wildlife refuge water supply in California, to the satisfaction of multiple agencies and users.
