ESA is a trusted advisor to the California Public Utilities Commission (CPUC), one of the most influential regulatory agencies in the U.S. Providing infrastructure and utilities for nearly 100 years, California's economy depends on the infrastructure and regulations the CPUC and utilities provide.

For the past 20 years, ESA has worked with the CPUC to prepare environmental review of California power generation and transmission projects. This includes the sale of more than $20 billion in power-generating assets when the state converted to a deregulated market. Our team reviewed operational and economic ramifications of the proposed divestitures by Pacific Gas and Electric, Southern California Edison, and San Diego Gas and Electric. We modeled baseline and maximum electrical generation levels from the power plants within the new market system. ESA was actively involved in public outreach, holding public meetings in each utility's service area, developing project websites, and assisting CPUC with public notices and documentation. Environmental review for the divestiture projects was completed on an accelerated schedule that met auction deadlines for the startup of the restructured system.
