Paul Miller to Lead ESA’s Central Valley Renewable Resources Group


Environmental Science Associates (ESA), a leading California environmental and planning firm, is pleased to announce that Paul Miller has been promoted to Manager of its Central Valley/Sierra Region Renewable Resources Group. The group operates out of the firm’s Sacramento office. Throughout his 30 years of experience, Paul has managed the environmental documentation for many fast-track and pioneering energy and solid waste projects. Most recently, he has managed the Program Environmental Impact Report for the Central Valley Regional Water Board’s dairy digester and co-digester waste discharge regulatory program, and the California Department of Resources Recycling and Recovery (CalRecycle) Program Environmental Impact Report analyzing statewide anaerobic digestion facilities for the treatment of municipal organic solid waste.

During Paul’s 20 years with ESA, he has led the environmental analyses and documentation for some of the state’s most complex and controversial energy projects. His extensive NEPA and CEQA knowledge combined with a commitment to exceptional client service and involvement in statewide policy documents have led to long-term relationships with clients including the California Public Utilities Commission, California Energy Commission, and CalRecycle (formerly the California Integrated Waste Management Board). He has been integral to the preparation of more than 250 environmental documents in compliance with NEPA and CEQA.
