Kimiko Lizardi Joins ESA’s California Community Planning Team

Environmental Science Associates (ESA), a leading environmental consulting firm, is pleased to announce that Kimiko Lizardi has joined our Los Angeles office as a Community Planning Program Manager. As part of ESA’s growing community planning and policy team, Kimiko will provide planning services throughout California.

Kimiko’s 12 years of public and private sector community planning experience ranges from providing daily counter planning services and processing development applications, to managing the preparation of specific plans and community plans. She is adept at navigating government codes, policies and regulations, including the California Environmental Quality Act (CEQA). Kimiko’s skillful facilitation, leadership, and coordination have been integral to more than 25 planning efforts throughout California. With extensive experience interpreting local policies, procedures, standards, and requirements to expedite planning projects through the review and approval process, Kimiko collaborates with agency staff, developers and decision-makers to inform community-based planning that benefits the community and the environment.

Kimiko was integral to the development of a series of specific plans in Southeast Madera County, including the Gateway Village Specific Plan - the first of its kind to be adopted in Madera County’s new growth area. This plan set the precedent for addressing water supply, circulation, public services, urban design and zoning for a new mixed-use, master-planned community in a historically rural, agricultural setting. During San Bernardino County’s Comprehensive General Plan Update, Kimiko was responsible for the update of all 13 of the County’s Community Plans covering diverse communities throughout valley, desert and mountain regions. Clients value Kimiko’s ability to build consensus among people with varying viewpoints through extensive collaboration with community groups, large-scale outreach efforts, and her strong leadership and communication skills. Kimiko shares best practices and stays informed of the latest planning techniques and policies as an active member of the American Planning Association.
