Kelly Dunlap Joins ESA as Transportation Director

Environmental Science Associates (ESA), a leading environmental consulting firm, is pleased to announce that Kelly Dunlap has joined the firm as Principal Managing Associate and Transportation Director. Kelly will collaborate with clients to provide transportation solutions from ESA’s Sacramento office.

“As the former Chief of the California Department of Transportation Headquarters Environmental Management Office, Kelly brings our clients in-depth knowledge on statewide CEQA/NEPA policy and procedures related to transportation projects,” said Brian Boxer, AICP, ESA’s Community Development Leader. “To have a professional of her caliber who has worked on many of the state’s leading transportation projects and established policies is truly bringing our clients the best of the best.” 

A nationally recognized CEQA/NEPA practitioner specializing in transportation, Kelly has led and authored numerous guidance papers and practitioner tools related to environmental compliance for transportation projects. She led and prepared environmental documents for complex EIR/EIS level transportation projects, including projects funded by private-public partnerships and delivered using design-build. Kelly’s experience includes the development and implementation of national and statewide environmental policy, procedures and research; including involvement with the Federal Highway Administration, the Transportation Research Board (TRB), the National Academy of Sciences, and the American Association of State Highway and Transportation Officials (AASHTO). 

Kelly holds a JD from Loyola Law School, advanced to MA candidacy at San Diego State University and has a BA from the University of California at Los Angeles. She is a member of the California Bar Association. Prior to joining ESA, Kelly was an Associate Vice President for a large public consulting firm.
