Harriet Lai Ross Joins ESA as Community Planning Program Manager

Environmental Science Associates (ESA), a leading California environmental science and planning firm, is pleased to announce that Harriet Lai Ross has joined our Sacramento office as Community Planning Program Manager. As part of ESA’s growing community planning and policy team, Harriet will provide planning services throughout California.

Harriet brings more than 13 years of experience in California land use and environmental planning. She works with clients to prepare general plans, specific plans, and sustainability strategies that identify and address the local community’s needs while creating a framework for the future. Well versed in local planning regulations, CEQA, and effective public outreach, Harriet has worked on award-winning plans throughout California including the City of Sacramento and City of Newport Beach general plans. She also provides expertise in the relationship of recently adopted floodplain management regulations with local community planning land use processes.

Prior to joining ESA, Harriet was a senior planner for a national engineering and design consulting firm. She holds a Master of Arts in Urban Planning from the University of California at Los Angeles and a Bachelor of Science in Environmental Studies and Bachelor of Arts in Geography from the University of California at Santa Barbara. She is an active member of the American Planning Association.
