    Airport Cooperative Research Program Releases Report 84, A Guidebook for Preparing Airport Emission Inventories for State Implementation Plans

    The Federal Clean Air Act of 1970, as amended, requires that states identify those areas where the National Ambient Air Quality Standards (NAAQS) are not met for six air contaminants, known as criteria air pollutants. The U.S. Environmental Protection Agency (EPA) has designated such areas as nonattainment areas. A state with a nonattainment area must prepare a State Implementation Plan (SIP) that details the programs and requirements that the State will use in order to meet the NAAQS by the deadlines specified in the Clean Air Act Amendments of 1990.
