ESA Can Streamline Your Housing Element Update

07.18.2013

July 18, 2013 the Association of Bay Area Governments (ABAG) adopted the final Regional Housing Needs Allocation (RHNA) for the 2014-2022 planning period. Now is the time to start planning for your Housing Element update - ESA’s Community Planning team can streamline your update process.

ESA is qualified to prepare your 2014-2022 Housing Element update. Our strong working relationship with the California Department of Housing and Community Development (HCD), and experience completing more than 30 Housing Element updates for the 4th and 5th RHNA cycles demonstrates we are prepared to streamline your update for efficiency and certification. As a firm rooted in CEQA, we bring a broad perspective that bridges land use policy and planning with implementation, ensuring that your Housing Element is realistic and defensible.

To meet our clients’ needs:

  • We have HCD on speed dial. Our team has successfully prepared more than 12 Housing Element updates for the 5th RHNA cycle; we know what needs to be done and can successfully guide you through an efficient update. We are familiar with HCD staff, their new streamlined update process, and techniques to achieve an implementable plan.
  • We prepare Housing Elements that meet State requirements. Our format has received acknowledgements from HCD staff for clarity and reader ease. We bring experience with HCD’s new streamlined review process and completeness checklist, ensuring that our Elements quickly achieve certification.
  • ESA is at the forefront of precedent-setting planning processes that are literally changing the regulatory landscape. See our recent work with the City of Pleasanton Climate Action Plan and General Plan Amendments. We have an acute understanding of the latest legislative changes that may impact your Housing Element update and can ensure compliance.
  • We are keenly aware of the funding challenges facing local agencies today. To make housing a reality, ESA has established a partnership with affordable housing developers to identify potential opportunity sites and solutions to overcome housing development barriers, including the identification of creative funding sources and grants to assist with the loss of redevelopment.
  • We are skilled at stakeholder facilitation and public engagement programs. With a thorough understanding of the planning and regulatory programs that necessitate public involvement, and our ability to translate complex data concisely and effectively, we collaborate with clients to design and manage tailored public outreach processes. ESA's interest-based public participation processes result in meaningful and productive involvement for both our clients and their stakeholders.
