Now a Distinguished Technical Advisor, Phil founded Philip Williams & Associates in 1979 to advise clients on protecting, enhancing, and restoring water-dependent ecosystems in a sustainable and equitable manner. The firm joined forces with ESA in 2010 and is now known as ESA PWA.

From his groundbreaking research of sediment hydraulics, to pioneering new approaches in environmental hydrology, Phil promoted an interdisciplinary approach to managing and restoring natural systems in concert with the physical and ecological processes. He has been published in numerous professional publications and directed more than 450 studies and assessments on the environmental effects of hydrologic change for projects on flood control, wetland restoration, river management, national park plans, water resources development, and estuarine management plans.

Phil holds a Doctorate in fluvial sediment hydraulics from the University College London, and a Bachelor of Engineering in civil and structural engineering from Sheffield University in the United Kingdom. He is a licensed civil engineer in the State of California, the United Kingdom and European Union.
