Lloyd ZolaCommunity Development Leader
As senior vice president and Community Development leader, Lloyd leads this core business practice of more than 50 planners and technical specialists. Leveraging his extensive planning and environmental compliance experience, he strategically navigates clients through this dynamic and shifting time that is reenergizing land use and environmental planning at the local and regional level.
Lloyd brings more than 35 years of experience in strategic planning and development, community planning, policy development, and environmental documentation. He partners with both public agencies and private developers to prepare general, specific, and regional plans and environmental review for cities, counties, and special districts.
Lloyd holds a Bachelor of Arts in urban studies from the California State University of Los Angeles, and is a member of the American Planning Association. His reports and opinions as an expert witness have been cited in two cases by the United States Supreme Court, and in three other cases by the U.S. Ninth Circuit Court of Appeals. Lloyd has earned four Outstanding Planning Awards and a Distinguished Leadership Award from the American Planning Association.
